Variable valve timing, with intelligence.

Intelligence means depending on the situation (cruising, idle, high load in mid and high rpms), cam timing will be adjusted to meet the driver's needs.

This is the algorithm for single (intake side) vvt-i:

Look at Range 4 and 5. These operation states are exactly what I stated above as performance oriented cam timing states.

In low to medium engine speed with heavy load, the system will advance the intake cam for increased VE. More VE = more air + more fuel = more power.

In high rpm and heavy load, the cam is retarded to again increase VE. The engine's internal dynamics are different at a higher frequency, so the objective is different at high rpm. More VE = more power, and more emissions.

I've got VVTI supposedly. Not sure how to tell when it does anything though.

It's working all the time. Compared to an non vvt-i n/a 2JZ, you have a much broader torque band and better emissions.

You could try disconnecting your VVTI OCV and run with your cam locked in place. You would likely throw a CEL though.
